Much better to stick to the view that killing people should be avoided unless absolutely necessary.

Set up a permanent gallows at your local city hall. Make local inmates sit in the front row. This may sound a little rough but filling prisons with lifers is a costly affair. Hanging costs a little rope. Humane too.
